Community Comments on Trails

Summary

Citizens who participated in the trails group expressed both a general interest in trails as well as specific interests, including trails for equestrian, running, mountain biking, and boating uses. They talked about the need for a comprehensive trails plan to ensure that trail segments are not lost through the development process and to encourage efforts to secure additional trails.

Many issues associated with trails were brought up, including the problems of providing adequate public access to trail systems and ensuring that plans were made for long trails, not just bits and fragments. Citizens also supported regional trail connections and recognized the need for long range planning to accomplish these goals.

Citizens discussed using different types of utility easements as well as floodplains, stream valleys, and roads to provide trail connections. They thought a trails plan should provide definitions of the various types of trails including paved, natural surface, and water trails.

The group brought up different ways that trail systems could be funded, including grants, proffers, bonds, and cooperative agreements with community groups. They had some specific ideas for trails that they sketched on the County map provided, but in general thought that trails should provide connectivity between developments, parks, schools, historic sites, and other points of interest.

Citizen Comments Recorded During the Meeting:

  1. Enumerate all types of trails.

  2. Plan for: Access to trails. Access for canoes/water

  3. Sidewalks everywhere; where roads/subdivisions are built, connect other trails to them.

  4. We need LONG trails. Short, looped trails have little appeal.

  5. Construct multiuse trails so that many citizens can use them.

  6. Obtain easements for streams and valleys.

  7. Can't we obtain easements, proffered land?

  8. Connect historic sites/ resources.

  9. Power lines and gas easements could be used to connect trails.

  10. Work with power and gas companies to obtain easements.

  11. Make sure land acquisition/proffer values reflect the future prices when trails would be built � 20-30 year values, allowing for inflation.

  12. The Comprehensive Plan is supposed to be �a living document.� Citizens discussed this and the need to clarify what a living document does. Is it protected? It needs to be written in the active voice and include milestones for a 20 � 30 year vision. We must build in goals, projections, and action plan. Criteria needs to be incorporated! Multiple steps/milestones need to be clearly stated.

  13. Make sure blue ways are incorporated into the plan. Not all legitimate blue ways are now defined/designated on county maps.

  14. Make sure we have access to water.

  15. Establish access now to Bradley Recreation area, Aden, and access to Neabsco Creek at Leesylvania State Park.

  16. Construct natural surface trails off of paved trails for the population.

  17. Why does the county have developers build trails (i.e. HOA's) and there isn't access to these trails?

  18. Why not have proffers include access to the trails!

  19. Require anyone who builds a housing development to include trails. Set aside useable land. Make this a requirement!

  20. Set aside acres, easements to connect trails. Be creative!

  21. The Rural Crescent development also needs to include trails, even on 10-acre parcels.

  22. Need under/over passes to connect with other amenities all through the county. We need trails to shopping centers, so citizens living in the immediate area won't have to drive across a busy road to do their shopping.

  23. Developments need to be connected to each other. We have so many developments that can't be reached.

  24. Go ahead and condemn, as a last resort.

  25. Much of the water access is already on roads; water access could be available. V-Dot could build the ramp. Get creative!

  26. We need to overcome the Park Authority and Board of Supervisors focus on revenue generating projects. Since the inception of the Park Authority, that has been the case. It is very important for citizens to have trails, open space, passive recreation amenities!

  27. Complete the trail from Lake Ridge to Occoquan.

  28. Volunteers can be used can be used to work on trails � Boy Scouts, etc. Obtain a list of those who would participate, including conservation groups.

  29. LOS 2 mi./per 2500? What criteria do we want?

  30. How do we define what land goes into proffers?

  31. If a plan is based on population to expand/project 20 � 30 years, give specific criteria!

  32. For proposed trails, the county should require easements for connections.

  33. Be cautious in using population basis, because of sparsely populated areas.

  34. Arlington has trails to access other counties. You can go from Arlington to Fairfax County's trails, to Mt. Vernon, etc. We need interconnectivity!

  35. We need enforcement by county on developments� promises given by developers often remain unfulfilled, never built. Citizens loose.

  36. Because of all the development, most of the horse trails have disappeared. Although they should have been considered grandfathered into the development , they were not.  This issue should be considered in all future developments, especially where established horse trails have been used for years & years.  Efforts should be made to connect trail segments.

  37. Water and sewer easements should be included with electric and gas companies.

  38. Hoadly and Minniville roads could have had trails. It should be required on all road projects! The widening of Minniville Road that is taking place now, could have had a trail.

  39. If trails amenities cannot be funded completely by the county, then let our officials know that we will pay for these highly desired amenities. We want them! We need to make it clear to the BoS. There could be a special tax � 5 cents on the $1.00. Create a special tax and follow it to make sure it goes to the right place. The county has to pay for insurance on easements, HOA's will not.

  40. Flood plains and streambeds, along with other terrain, should be given as easements, since some trails could benefit from the utilization of this land, which cannot be developed.

  41. Natural surface trails are much cheaper to build and maintain.

  42. If you have a plan, we can find multiple sources, partners. But you need a plan!

  43. Parks, Open Space, Trails are far more important than the baseball stadium.

  44. A plan gives people an opportunity to see what can be done and how they can contribute to it through land, monetarily, or volunteer efforts.

  45. Water, sewer easements in the future, should be multi-user. Get public access!

  46. More exhaustive easements both for land and water, are needed.

  47. The Lake Ridge Parks and Recreation Association power line could be negotiated for various easements along the line. Find out from the county if this area and others, are �leased� by the power companies from individuals owning the land, or if owned by the power company.
  48. We need water access for watercraft using paddles, not motors. The following are access points that could be planned and implemented now:
    •  Cedar Run at 619 bridge;
    •  Aden Road at Broad Run;
    •  County ownes property Upper Occoquan at 234 bridge and portage from the dam, and Old Davis Ford Bridge .
